I am a legal scholar and advisor specializing in public international law, digital assets, cybersecurity, international investment law, human rights, and personal data  protection and governance. My work bridges academic research, legislative practice, policy analysis, and technology-driven legal challenges.

My academic career spans Ankara University, Queen Mary University of London, Galatasaray University, and Bilkent University, with a strong research focus on digital asset protection, cyber operations, inter-State disputes, and global governance frameworks. I currently continue advanced research in Norway, while maintaining international collaborations.

Lawyer, Dr. Oğuz Kaan Pehlivan was born in 1988 in Zara. In 2002, Dr. Pehlivan graduated from Pendik High School (Super High School with foreign language emphasis) and in 2006, he attended to the Bilkent University, Department of Business Administration with a full scholarship. In 2007, he internally transferred to Bilkent Law Faculty and graduated from the law faculty in 2012. He was an Erasmus student at Katholieke Universiteit Leuven in the 2010-2011 academic semester. 

In 2016, he completed her Master's degree in Public Law at Galatasaray University with her thesis titled “Confronting Economic and Industrial Cyberespionage under International Law”. In 2015, he graduated from Queen Mary University of London Public International Law Department, where he received a Chevening Scholarship in 2014. 

In 2024, Pehlivan unanimously received his PhD degree from Ankara University Public Law Department, which he entered in 2017, with the thesis titled “Protection of Digital Assets within the Framework of the Full Protection and Security Standard in Investment Treaties”. 

Dr. Pehlivan who has been a lawyer since 2014, has published articles in various journals, newspapers and think tanks, as well as studies on international law, technology, information law and cyber security.
